1) For accepted manuscripts, the editorial office reserves the right to make technical and textual revisions. Any revisions involving changes to the original meaning will be made with the author's consent. The authors take sole responsibility for the content of their papers.
2) This journal uses the CNKI system for academic misconduct detection of manuscripts. Manuscripts with a repetition rate exceeding 10% will be rejected.
2. Review System and Process
1) Submission: This journal uses a remote manuscript processing system. To submit, please log in to https://zwgl.csust.edu.cn/zwgl/home. If you are unable to submit normally, please contact the editorial office promptly (0731-85258033) and send the manuscript as an attachment to the editorial office email: zhongwaigonglu@vip.163.com. After successful submission, the author will receive an email acknowledgment.
2) Manuscript Receipt: Upon receipt, the editor assigns a manuscript ID number and sends the ID information via email.
3) Initial Review: The editorial office will first conduct a preliminary review of the manuscript. Manuscripts lacking originality, containing serious scientific or technical flaws, lacking valuable information, or not fitting within the journal's scope will be rejected by the editorial office. After passing the initial review, manuscripts are sent for external review; those failing the initial review are rejected directly.
4) External Review: This journal conducts peer review for manuscripts that pass the initial review. The manuscript will be anonymized by removing the author's name and sent to two experts with senior professional titles (including associate senior) and doctoral degrees for a double-blind review. Authors must respond to reviewers' comments point by point and submit a revised version of the manuscript. This process will be repeated until the reviewers and editors are satisfied with the manuscript. For disputed appeal manuscripts where the author and reviewers cannot reach a consensus, the editorial office will select two or more relevant experts based on the manuscript's research direction to re-review it together with the Editor-in-Chief.
5) Final Review: The Editor-in-Chief conducts the final review, re-evaluating the manuscript in terms of the innovativeness of its topic, academic level, social impact, timeliness, etc., and makes the final decision (accept/reconsider after revision/reject) based on the external review comments. The Editor-in-Chief decides on the acceptance of manuscripts.
6) Editing: Accepted manuscripts are edited, processed, and published. For further information on submission matters, please inquire with the editorial office by phone.
3. Review Timeline
For all submitted manuscripts, if no notification regarding the manuscript status is received within 3 months after receiving the acknowledgment of receipt, it means the manuscript is still under review. If authors wish to submit to another journal, please contact this journal first; do not submit the same manuscript to multiple journals. If no acceptance notification is received within 6 months, authors may process the manuscript themselves. Authors of manuscripts returned for revision should respond to the reviewers' comments point by point and indicate the revisions in the revised manuscript using a different color or underline to facilitate the reviewers' re-review. If the revised manuscript is not returned to the editorial office within one month of the due date, it will be considered automatically withdrawn. Upon receiving the revised manuscript, the editorial office will conduct a re-review, and the Editor-in-Chief will organize a collective discussion for the final decision. If the manuscript is not accepted within 3 months, it means the revised manuscript does not meet the standards, and authors may process the manuscript themselves or contact the editorial office.
4. Submissions by Editorial Board Members
Submissions by editorial board members must also comply with all the journal's review and editorial procedures. Editorial board members must not participate in the review, editing, or acceptance decisions of papers written by themselves, their family members, or colleagues. Peer review must be conducted independently of the relevant authors, editors, and their research groups. If the author of a manuscript is the Editor-in-Chief themselves, the manuscript will be assigned to a Deputy Editor-in-Chief for processing. In addition, editorial board members and editors must avoid participating in the review of manuscripts by authors with whom they have competing, collaborative, or other conflicts of interest.
5. Review of Special Issue/Special Column Manuscripts
The above manuscript review process also applies to submissions to special issues or special columns. Manuscripts submitted to special issues or special columns will undergo exactly the same review and editorial process as other manuscripts, and the final acceptance decision will also be comprehensively considered and made by the Editor-in-Chief. The Editor-in-Chief is responsible for the entire content of the journal, including special issues and special columns. When organizing special issues or special columns, the editorial office will invite authoritative experts in the relevant field to serve as guest editors. The responsibilities of guest editors include proposing the theme of the special issue, soliciting manuscripts, organizing peer review, and resolving any issues arising during publication. The work of guest editors is supervised by the Editor-in-Chief and the editorial office to ensure the fairness of the manuscript review process.
6. Appeals
Authors who have objections to the editorial review comments may file an appeal. The author needs to prepare an "Appeal Statement," indicating the manuscript ID number, and send it to the email address zhongwaigonglu@vip.163.com. The statement must detail the reasons for the appeal, including a comprehensive and reasonable explanation of the review comments, and must be stamped by the author's institution to be valid. The editorial office will decide whether to accept the appeal based on the specific circumstances.
7. Corrections and Retractions
1) General: Articles published online or in print are considered final versions. This journal generally does not make corrections or retractions to published articles. However, when genuinely necessary (as described below), changes or retractions may be made.
2) Corrections: If an article contains unintentional scientific errors that do not significantly affect the results and conclusions of the article, the editorial office will publish a correction notice as soon as possible in the journal, detailing the changes made to the original text and indicating the citation source. This journal will publish a corrected new version of the article, detailing the changes made to the original article in the new version, and noting the date of the update. When citing, the latest version of the article should be cited.
3) Retractions: Under the following circumstances, the editorial office will retract the article and publish a retraction statement: ① When an article contains serious scientific errors, causing the results and conclusions of the article to be unreliable; ② For articles suspected of academic fraud, plagiarism, violation of scientific ethical norms, duplicate publication, or serious flaws in the publication process, once verified, the article will be retracted, a retraction statement will be published, and the retraction statement will be linked to the original text of the article in the corresponding databases.
